Program Evaluation
Any program will only be as effective
as the measures used for evaluating it! "What gets
measured gets done." "If you can’t measure it,
you can’t manage it, because you won’t know if it
improves." These two axioms of management are widely
known, understood, and accepted by all experienced managers.
MDI helps its clients evaluate the past performance of a
program, project or function, determine its impact on the
conditions it was designed to modify, and make specific
recommendations to improve the effectiveness of achieving
objectives. Such an independent evaluation tells the client
whether there is a gap between their desired performance and
the one currently being obtained. We help the client operate
a program focusing on specific results or outcomes, and not
simply listing activities completed or accomplishments as
results.
The key questions answered during a program evaluation
include: Is the program based upon sound needs? Are the
objectives quantified with specific target dates? To what
extent does the program team know exactly what results are
desired, and how their performance will be measured? Is
there an objective or fair system for appraising individual
performance? Is the program team qualified…the right
people in the right places at the right time? Was the
program team involved in developing the goals and
objectives? Are program funds being spent wisely or
prudently? Is the program team being evaluated against the
position requirements? Are program managers feeding back
results of their measurements into revised planning,
organizing, and integrating activities? Are there good
records (paper work) on employee performance, program
successes and failures, operating problems, and techniques
employed? What are the program’s results? Is the program
in compliance with relevant laws and regulations? Have team
members received the appropriate training and development?
Has the program been adequately funded?
