Speak Out Programs

Nuclear safety is the foremost concern at any nuclear plant. It is in your best interest to have a sound Speak Out or Employee Concerns Program, one that encourages employees with nuclear safety concerns to bring them to your attention so that they can be investigated and resolved. Federal law protects employees who identify nuclear safety concerns to supervision, management or the Nuclear Regulatory Commission.(NRC). Therefore, the licensee of a nuclear plant must not tolerate intimidation or retaliatory actions of any kind against employees for identifying any type of concern.

The NRC has repeatedly penalized the owners of nuclear plants that have inadequate Speak Out or Employee Concerns Programs. The public and state regulators also have shown little tolerance and a loss of confidence in plant management when issues concerning a Speak Out program are identified.

MDI helps its clients develop and operate a more effective Speak Out or Employee Concerns Program by: evaluating the effectiveness of their existing program(s)…strengths, weaknesses, and making specific improvement recommendations; developing policies, procedures and plans; conducting training to acquaint employees with the avenues available for raising concerns, and the proper way to operate a program; and preparation of reports for the licensee’s management team and NRC.
